Flow, queues, and the cost of delay
Donald G. Reinertsen. The Principles of Product Development Flow: Second Generation Lean Product Development. Celeritas Publishing, 2009. A foundational treatment of Cost of Delay, queueing economics, batch size, work in process, and product-development flow. These mechanisms inform parts of the authored Latency Load synthesis; the book does not name Latency Load or publish its seven-stage loop.
Taiichi Ohno. Toyota Production System: Beyond Large-Scale Production. Productivity Press, 1988 (original Japanese, 1978). The Toyota Production System and the idea of secondary waste; the manufacturing-floor anchor for Latency Load.
Eliyahu M. Goldratt and Jeff Cox. The Goal: A Process of Ongoing Improvement. North River Press, 1984. A business-novel treatment of the Theory of Constraints. Constraint management and protective-capacity thinking inform the Latency Load lineage without being equivalent to the framework term.
Service, demand, and systems
John Seddon. I Want You to Cheat: The Unreasonable Guide to Service and Quality in Organisations. Vanguard Press, 1992. The first book treatment of what Seddon later named failure demand: customer demand created by failing to do something, or do it right, for the customer. Failure demand is related lineage, not a synonym for Latency Load.
W. Edwards Deming. Out of the Crisis. MIT Press, 1986. The New Economics for Industry, Government, Education. MIT Press, 1993. Deming’s system-level treatment of performance, variation, and management responsibility informs the framework. Applied End-to-End Flow does not use his contextual 94 percent statement as a universal performance ratio.

The basis for the well-known, and context-dependent, finding that fixing a defect after release can cost many times more than catching it early.
